New York State Office of Parks Recreation and Historic Preservation (OPRHP)

Certified Local Government (CLG) Subgrants

These grants are awarded only to CLG communities. Eligible projects include historic resource surveys and designations; public education programs; commission training; planning studies; and publications. Grants generally range from $3,000 to $20,000 and can fund up to 100% of the total project costs. The postmark application deadline is generally November 1st of each year, and announcements are made in the winter. Funds may be available at other times of the year. Environmental Protection Fund (EPF)

Reimbursement grants are available to municipalities and nonprofit corporations including religious institutions for the acquisition and development of park land, preservation and restoration of historic properties, and the continuing development of the state's Heritage Areas System. Historic preservation grants must improve, protect, preserve, rehabilitate or restore properties on the State or National Registers of Historic Places. All grants are made available on a matching basis of up to 50 percent of total project costs. 

To ensure the long term protection of the property, successful applicants must convey a 5 to 20 year covenant to OPRHP, based on the amount of funding received. There is a funding cap of $1,000,000 for projects over $4,000,000. The application postmark deadline is generally in late August.

Clean Water/Clean Air Bond Act

OPRHP uses the same application to administer grants through the Clean Water/Clean Air Bond Act as it does for the Environmental Protection Fund. However, there are some differences between the programs. State funds are not eligible for matching purposes, and retroactivity is for one year. The covenant term is held by OPRHP for 23 years, regardless of the amount of funding received. Historic preservation grants must improve, protect, preserve, rehabilitate or restore properties on the State or National Registers of Historic Places. The application postmark deadline is generally in late August.

New York State Barns Restoration and Preservation Program

This grant program provides matching grants of up to $25,000 for the restoration and stabilization of agricultural buildings, including barns, sheds, and silos that are at least 50 years old. At least 20% of the project cost must be provided by the applicant, and can be in the form of cash, in-kind services or labor.

Eligible project work includes stabilization of the structure, including repairs to the roof, foundation, sills, walls, structural frame, windows, and doors. Eligible work also includes paint and re-glazing as necessary to protect structural integrity. Ineligible work includes items deemed solely "cosmetic" or items related exclusively to conversion to a non-agricultural use.

Priority will be given to projects that involve structures that will remain or will be returned to agricultural use, involve emergency repair, are highly visible from a public right-of-way, and are significantly older than the required 50 years.
